March 20
This morning, Vice Chairman of the State Administration Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win met with and addressed officers, other ranks and families in Kalaw Station.
The Vice-Senior General was accompanied by his wife Daw Than Than Nwe and Chief Minister of Shan State U Aung Aung, senior military officers from the Office of the Commander-in-Chief, the commander of the Eastern Command and officials, officers, other ranks and families from Kalaw Station.
He continued that the state of emergency of the Republic of the Union of Myanmar was announced as political changes due to found in the 20202 multi-party general election while the ruling party government had blatantly tried to keep on holding the power by forcibly violating the laws in that election so the Tatmadaw had to take over the three branches of power in line with the 2008 constitution.
While there were riots and protests during the initial stages when the Tatmadaw took office, this eventually resulted in several signatory armed organizations to the NCA pulling together with the remaining ethnic armed organizations and attacking the Tatmadaw. Certain terrorist organizations were established as a result of instigation from abroad and they tried to disrupt the security and stability through different methods and means. Various ways and means are being used by domestic and foreign organizations and individuals who do not want the stability and development of the country to drive a wedge between the Tatmadaw and the people and bring about the collapse of the Tatmadaw. Also, the Tatmadaw which is striving for the security and stability of the State, by upholding Our Three Main National Causes for the perpetuation of the sovereignty of the country.
After that, the Vice-Senior General stressed that Tatmadaw personnel should carry out all of their duties entrusted to them for the continuation of the sovereignty of the State in a responsible manner and should strive under hardship tirelessly because Tatmadaw personnel retired from their works spontaneously without urging by others out of the wish of performing national defence and security tasks.
On assuming office, the State Administration Council has been implementing development tasks of the country according to roadmaps and objectives. The SAC’s goal is to successfully hold a free and fair multi-party democracy general election and make the necessary preparations for that, including conducting the population and household census. During the visits to the Russian Federation and the Republic of Belarus, the Chairman of the SAC informed the world that a multi-party democracy general election would be held for the earliest time in December, 2025 or in January, 2026.
The SAC has adopted important approaches to safeguard the rights of all eligible voters and to conduct an appropriate general election, and it has also facilitated the implementation of the additional five-points roadmap in line with the finally-mapped-out point of the roadmap – to conduct general elections in a multi-party democracy and continue to do what is relevant to handing over the State duties to the party that wins in accordance with democratic norms, after making progress in accordance with the provisions in the state of emergency. As the regional stability is crucial for enabling the political party representatives to open their political campaigns as well as for the successful holding of the multi-party democracy general election, it is imperative for our Tatmadaw personnel to coordinate with partner organizations, member of the MPF, people’s militias (local) and locally organized public security and anti-terrorism teams and the people to strengthen the security measures.
In this case, a parliament with elected representatives, as well as the president, chief ministers of states and regions, and representatives at various levels of government will be established after holding a free and fair multi-party democratic general election. The resulting government will have the capacity to transfer the three key branches of state power.
In order to safeguard the Our Three Main National Causes and accomplish the state’s defence tasks, it is important to strengthen the Tatmadaw. Hence, in November 2010, the People’s Military Service Law was promulgated, and it entered into force on February 10, 2024. People’s Military Service Recruitment Committees of various levels have been organized, and only qualifying applicants have been trained and appointed in accordance with the law. But some recruitment committees have ignored the law, resulting in financial corruption and hardship for some conscripts. These day-to-day problems are being solved.
Hence, any misconduct committing by recruitment committees must be reported by military personnel to the proper authorities without delay.
Officers, soldiers and their families in some administrative the area as travel restrictions, may encounter food, clothing, shelter, transportation, education and health is difficult. Accountable officials must keep a close watch and offer timely assistance.
In addition, the commanding officer must manage and support their units within reason and a sound leadership spirit, meeting the needs of all. Good administration and welfare will naturally improve the morale. After this, I had a few thoughts about reaping the benefits of all economic and business activities, which were rightly given to the military, this right was also given to all ranks, but it is important for our well-being, a feeling of comfort should be given, so that it is not loneliness, or despair.
It is imperative to have unity among the people (nationals) and within the Tatmadaw. Those who want to destroy the nation are trying to dismantle the Tatmadaw, which is the country’s major pillar in a variety of ways.
Hence military personnel and their families must remain indissoluble bond with the 60 military codes of conduct.
The military does tough, taxing, and demanding work.
They need to be physically well, but also mentally resilient. A soldier may be very devoted to the tasks of his country, but if he suffers from physical and mental health deficiencies, he cannot do his work. So it’s important to stay physically and mentally healthy. Soldiers are supposed to live a disciplined life, train both individually and collectively. Then, the Vice- Senior General addressed all personally concerned issue through coordination with responsible officials.
The vice-senior general also gave foodstuffs to the officers, other ranks and families after the meeting.
The Maternal and Child Welfare Association was also funded by donations from Daw Than Than Nwe, the wife of the Vice-Senior General. These were received on behalf of the recipients by responsible officials.
Vice-Senior General Soe Win and party warmly greeted the officers, other ranks and their families, who attended.
