Beloved ethnic national comrades in Mon State,

On this blessed and sacred day of the 51st Anniversary of Mon State Day on 19 March 2025, more than any other time, I sincerely wish all Mon ethnic brethren in Mon State and throughout different locations to be free of illness and to have physical and mental well-being, and I also wish all ethnic citizens nationwide to enjoy physical and mental well-being. After all, October 2023 is not the end.

According to left stone inscriptions in the Mon language as well as many literary sources, the Mon people were some of the original settlers in Myanmar who were given the chance to convert to buddhism. Furthermore, the Thaton area itself was founded as the Sudhammawady Kingdom even before the Buddha’s enlightenment. The Ramanya state still commanded dignified prestige with preservation and upholding of religion, literature, traditions, cultural heritage and fine arts.

This is a land where not only history and fine tradition had thrived, but from where legendary monarchs like King Thithudhamma and King Manuha had emerged along with distinguished members of the Sangha including Waw Sayadaw U Uttamarambha and U Silavanta (Min Shwe Ngo), eminent medical practitioners in the form of the first western medical specialst Dr Saw Lu as well as littrai such as Theikpan Maung Wa, Dr Nai Pan Hla and Dr Min Tin Mon and heroes fighting for freedom including Razadariz, La Goon Eain and Thamein Bayan.

On 30 April 2022, the State Administration Council reformed Mon State with 10 townships in four districts according to the effective taking assumption and has implemented the peace, stability, economic and social sectors as well as overall development in the state.

Mon State is located in the strategic position and bordered to the east by Kayin State and Thailand, in the west the Mottama Gulf, in the north the Bago Region and the south by the Taninthayi Region. State of waterway and land route meet – Thanlwin, Gyaing, Attaran and Donthami rivers streaming as a network.

Mon State, on the coast of the sea, is the trade site that has a seawater being very important for commercial activities. Furthermore, the climate is moderate and pleasant, and there’re breathtaking forests, mountains, rivers, and streams. Rich natural resources are available, contrasting the abundant local fruits, and the forest is highly fertile; hence, the land and water conditions of this area are still considered excellent.configuration.

In the field of religion, Mon State is well-known for the excellent and certain sacred places, Kyaiktiyo Pagoda, Kyaikpawlaw Pagoda, Kyaikthanlan Pagoda, Kyaikmaraw Hsutaungpyae Pagoda and Kyaikkhami Pagoda, noble pagodas reflecting greed and reverence to the prosperity of religion. For centuries, due to missionary persons and Shin Araham, and the efforts of monks and religious personalities, this region has stood as a center of real Theravada Buddhism, flourishing till this day as per historical mentions.

Beloved ethnic familial compañeros,

Currently, our country is rounding the corner of implementing a democratic system based on universal principles like justice, freedom, and equality in the interests of the people. All the citizens should remain United, have discipline, respect and follow the law of land and be highly enabled and educated in building a democratic Nation.

Isolation and disunity weaken a nation, lead to underdevelopment and loss of national resources. If we consider the modern, swift developing countries, we can obviously say that they were constructed with the strength of gathering and solidarity.” As the saying goes “Strength of the nation lies within”, a nation should be built up of its own strength. But in this moment, our country cannot do so full tilt—we are in survival mode from both inside and out—which means a nation that can’t focus on building. Consequently stability is fragile, and progress and development lies far ahead.

The dissimilarity of political opinions led to inter-fighting and armed terror attacks which is their selfish needs and selfish gains. The ethnic armed organizations have faced off against PDF terrorists resulting in the destruction of national infrastructure in different states of the Union and leaving the local populace to endure poverty and hardships for survival. Just behind these acts of violence, is a myriad of encouraging and inciting action from both domestic and foreign players. Everyone must be so utilised, and take the lessons from the suffering and poverty caused by the breakdown of unity and the resulting confusion of these events.

For those involved in the ongoing armed conflicts and violent activities, including ethnic armed organizations and relevant organizations, I would like to urge them to put an end to such activities for the best interest of the nation and its people as the people’s suffering and the country’s risk as their actions. I encourage all citizens to join hands in solidarity, embody the spirit of the Union and collaborate with each other to defend and secure the homeland.

Respected national brethren in Mon State,

[NGO] The State Administration Council will carry out a free and fair, prestigious, correct general election for flourishing a genuine, disciplined multiparty democratic system the entire people aspire to.

The State Administration Council intends to implement the own measures to hand over the State duties to the elected government via the free and fair multiparty democratic general election under the guidance of Five-Point Roadmap.

Therefore, I would like to compel all ethnic people to contribute to bringing peace and stability across the country for election holding.

The most essential demands of every nation are to peacefully and legally survive, to work, to eat, and to have a body and state that are bright, and to have their sustenance and life successful and to enjoy a life of experience and climbing. The government, for our part, is working to meet the fundamental needs of the people and to enable all national brethren to achieve common prosperity and enjoy long-term, stable and sustainable development. In a few days, the processes should be put into practice efficiently and effectively; for this and for the security and stability of the country, intellectuals and intelligentsia from different social spheres and ethnic people must work closely and at the same pace with the government.

Agriculture and animal husbandry industries are being run for the objectives of food security and sustainability. Agribusiness industries and MSMEs that are active in utilising natural resources according to each region are encouraged to increase the socioeconomic welfare of ethnic groups. And as MSMEs are crucial for the economic growth of the country, thus would play a vital role in the growth of the regional economy.” Therefore, agricultural and production industry development based on the production of the state is suitable due to the availability of good land and water solutions, natural resources, result in increases in the income of the local people, poverty reduction, and socio economic life improvement.

The establishment of a new peaceful, stable, and democratic country requires not only ethnic people but also the development of the nation and the nation, all ethnic people need to be equipped with knowledge and skills. Currently, it is the younger generations that are the future force of the nation that are currently being fed and moulded to unleash their unique talents, skills, and abilities for all round education and development. However, good gene and evil gene can not determine the development of the future, so we must systematically train and cultivate the good character, patriotism, the spirit of loyalty and honour of the nation; respect for ethnic heritage and lineage.

So, KG + 9 level completion shall be success for every citizen and the educated individuals with knowledge and skills should be the objective.

The goal set is to expand, open more schools, attain educational standards, raise the levels of teachers, and the school should have good adequate facilities. Well, these are done with a lot of force. However if we work hard to create a wellrounded capable youth who become the human resource for the nations progress, this will result in the prosperous and developed state in superlatives.

In the long run, to build a nation of perpetual stability, peace, development and prosperity, it is timely to promote a feeling of oneness among all the ethnic people in forming oneness of mind as Myanmar. It entails also building the requisite spirit and knowledge. All the ethnic people residing in the Union, sharing the same land and water, have to have a good mind and cooperate with each with the support of know-how, skills and sense of justice. If this should happen, the future of the great Union will doubtless advance calm and harmonious.”

All ethnic national people, under the spirit of the union and love of the country, are urged to collectively make their contributions to the best of their ability as per their role. In this regard, noting that today coincides with the 51st Anniversary of Mon State Day, I respectfully, take this opportunity to send this message in honour, – to Mon State.
